About
A permanent digital capability for the Sri Lankan state
GovTech Sri Lanka (Private) Limited exists so that government institutions do not have to solve the same digital problems alone, repeatedly, and in isolation.
- Established under
- Ministry of Digital Economy
- Legal form
- Private limited company, state owned
Why GovTech exists
Most frustration with government is not caused by unwillingness. It is caused by services that were designed one institution at a time, on different systems, with different rules about what a citizen must prove and how many times they must prove it.
GovTech Sri Lanka was established to give the state a dedicated, permanent capability for this work: research, service design, engineering, data and security expertise that can be deployed to the institutions that need it, and that leaves capability behind when it moves on.
How we work with institutions
We work with — not instead of — the institution that owns a service. Delivery commitments are agreed in writing, progress is reported to the Ministry, and the people who run the service are part of designing it from the first day.
What we do not do
We do not take over the mandate of another institution, we do not resell commercial software, and we do not publish claims about outcomes we have not measured.

Principles
How we decide when there is no obvious answer
- 01
Start with the person, not the system
Every piece of work begins with how someone experiences a service today, including the steps that happen on paper.
- 02
Build once, reuse widely
Shared capability is cheaper and safer than repeated one-off builds. Reuse is a design requirement.
- 03
Open by default, private where it matters
Standards, guidance and progress are published. Personal information is collected only where it is needed.
- 04
Capability stays in government
We deliver with institutions, not instead of them, so the ability to run and improve a service remains inside government.
- 05
Say what is not working
Honest reporting of problems is more useful to the public than announcements about progress.

Public money requires public explanation. This section will be extended as governance documents are approved for publication.
