01Mandate

A delivery partner for government, not a vendor to it

GovTech Sri Lanka (Private) Limited was established under the Ministry of Digital Economy to give the state dedicated capability for designing, building and connecting digital public services.

We work inside the machinery of government: with the institution that owns a service, the officers who deliver it, and the people who depend on it. Capability stays with the institution once the work is done.

02 — Ecosystem

Digital government is a system, not separate projects

Select a capability area to see what it covers, what it depends on, and which work sits inside it.

Digital Public Services

Making everyday interactions with government simpler: fewer visits, fewer forms, fewer repeated documents. Work in this area starts with how people experience a service, not with the technology behind it.

03 — How we work

From understanding a service to improving it in use

  1. 01

    Understand

Research with the people who use a service and the officers who deliver it. Map the real journey, including the parts that happen on paper.

    • User research
    • Service mapping
    • Legal and policy review
  2. 02

    Design

Design the service end to end — content, forms, decisions, exceptions — and test it with real users before anything is built.

    • Service design
    • Accessibility review
    • Content design
  3. 03

    Build

Build in short cycles with the institution that owns the service, so capability stays inside government after delivery.

    • Engineering
    • Reusable components
    • Delivery management
  4. 04

    Connect

Connect the service to the data and platforms it depends on, using agreed standards rather than one-off integrations.

    • Interoperability
    • Data agreements
    • Shared platforms
  5. 05

    Secure

Assess security and privacy before launch, and keep assessing after it. Protect personal data by collecting only what is needed.

    • Security assessment
    • Privacy by design
    • Independent testing
  6. 06

    Improve

Measure how the service performs in use, publish what is learned, and keep improving it. A launch is a start, not an outcome.

    • Performance data
    • Support feedback
    • Continuous iteration

06 — Principles

Five commitments that shape every decision

  1. 01

Start with the person, not the system

Every piece of work begins with how someone experiences a service today, including the steps that happen on paper.

  2. 02

    Build once, reuse widely

Shared capability is cheaper and safer than repeated one-off builds. Reuse is a design requirement.

  3. 03

Open by default, private where it matters

Standards, guidance and progress are published. Personal information is collected only where it is needed.

  4. 04

    Capability stays in government

We deliver with institutions, not instead of them, so the ability to run and improve a service remains inside government.

  5. 05

    Say what is not working

Honest reporting of problems is more useful to the public than announcements about progress.

07 — Working with us

If you run a public service, start with the problem

Institutions come to us with a service that is slow, a process that duplicates another, or data that cannot move between systems. We begin by understanding the service as it works today — not by proposing a product.

  • Government institutions

    Delivery, advisory and technical support.

  • Industry and suppliers

    Open procurements and published notices.

  • Development partners

    Joint programmes and technical assistance.

  • Researchers and media

    Published material and press enquiries.
