Overview
A baseline describes the minimum an institution must do to exchange data safely and consistently: agreed definitions, agreed interfaces, agreed responsibilities.
The problem
Point-to-point integrations are expensive to build and harder to maintain. Each new connection multiplies the cost of change.
Approach
Assess current exchange patterns, agree shared definitions with data owners, and publish the baseline as guidance institutions can adopt incrementally.
